Overview:
Knowledge Services is seeking a full-time Construction Project Manager for a contract role in downtown Indianapolis.
Monday - Friday 8:00am - 5:00pm
Paid parking

Responsibilities:
In this role you are responsible for oversight and management of housing activities and construction/rehabilitation projects funded with federal grants. You are responsible for reviewing and approving written work specifications to determine if proposed construction activities will meet applicable Federal, State and Local regulations, Codes and Ordinances; conducting periodic and final field assessments of construction projects utilizing federal grant resources primarily from the U.S Department of Housing and Urban Development; and performing Housing Quality assessments as needed. Responsible for providing guidance, feedback and recommendations on construction methods, compliance and pricing. Ensures all federally funded construction/rehabilitation projects are cost reasonable. Actions and judgments are controlled through the application of laws, rules, regulations, standards, guidelines, City policies and procedures and state and municipal codes. Incumbent utilizes independent judgment when determining compliance and determines appropriate action to be taken. A Supervisor or Grant Manager is generally available for assistance and guidance. Position reports to the Principal Program Manager.

  • Represents the City as the primary contact regarding construction/rehabilitation activities for projects funded with federal grants.
  • Trains Project Sponsors and community partners on construction-related requirements and policies, including lead-based paint regulations
  • Reviews and approves construction budgets on a line-item basis for cost reasonableness
  • Reviews and approves all work specifications for compliance with federal, state, and local guidelines, regulations, and laws
  • Ensures compliance with federal lead-based paint regulations
  • Reviews and approves all bids for construction activities funded with federal grants
  • Conducts field assessments of federally funded construction-related projects, for residential, multi-family, commercial, industrial, construction
  • Monitors new and rehabilitation construction projects for compliance with HOME Rehab Standards and CDBG (Community Development Block Grant) guidelines
  • Performs federal Housing Quality Assessments and documents results as required by the federal department of Housing and Urban Development for rental developments that are in the long-term period of affordable and for other housing units that are receiving HOME, CDBG, ESG, CoC and/or HOPWA subsidies through the Department of Metropolitan Development
  • Ensures properties meet required standards prior to move-in
  • Provides written communication of assessment results to Grant Manager, Property Manager, or other persons
  • Works with construction managers for Community Development Corporations, property owners and private developers to ensure federally funded projects are in compliance with Federal, State, and Local standards
  • Implements grant management policies and procedures as applicable
  • Provides input on written procedures related to construction activities receiving federal funds through the Department of Metropolitan Development
  • Meets with contractors, property owners, and developers
Qualifications:

Minimum Job Requirements and Qualifications

  • A minimum of an Associates Degree in Construction Management or a related field with one (1) year of work experience in the construction industry or related areas are required.
  • Five (5) or more years of direct experience may be substituted for a college degree.
  • Working knowledge of construction technology and terminology and ability to obtain Lead Risk Assessor Certification is a must.
  • Ability to interpret guidelines regarding federal, state, and local funding for rehabilitation and new construction projects.
  • Working knowledge of computer, word and excel, in addition to principles, methods and equipment used in construction trades.
  • Ability to interpret blueprints and specifications, knowledge of applicable building codes, city ordinance chapters 536 and 875, ability to create accurate and concise written reports, effectively communicate orally and in writing to internal and external customers are a plus for the person desiring this position.
