The Drinking Water State Revolving Fund (DWSRF) is a State-operated program that
provides financial assistance to Maine public water systems, helping to ensure safe drinking
water and provide essential public health protection.
Duties will be performed largely in an office setting but will require travel.
JOB SUMMARY: This NEIWPCC Environmental Analyst will work within the Maine
Department of Health and Human Services in the Drinking Water Program and serve as the
Senior Drinking Water State Revolving Fund (DWSRF) Financial Analyst. Candidate will plan
and prepare multiple grant funding cycles including applications; grant funding reporting;
assisting other staff; and other general grant management and administration tasks.
DUTIES AND RESPONSIBILITIES:

SUPERVISORY CONTROLS: Incumbent operates with some independence of action and
delegation, and under the general supervision of the Senior Environmental
Engineer/Engineering Group Leader who provides instruction on new work, guidance, and
review of completed work to assure accuracy and adherence to established policy and
requirements. Job performance is evaluated by the Senior Environmental
Engineer/Engineering Group Leader and the NEIWPCC project manager.
The incumbent will rely on their ability, expertise, and commitment to excellence. The
incumbent also will build NEIWPCC’s culture which focuses on honesty, ethical behavior,
personal integrity, respect for others, transparency, hard work, and collaborative teamwork.
Based on assignment, incumbents of positions at this level exercise direct supervision (i.e.,
not through an intermediate level supervisor) over, assign work to, and review the
performance of 1-10 professional personnel: and indirect supervision (i.e., through an
intermediate level supervisor) over 6-30 professional and/or technical personnel.
