Purpose:

The Division of State Schools (Education in the Unorganized Territory – EUT) is responsible for the provision of educational services on behalf of resident pupils in Maine’s unorganized territory (UT).

This is a supervisory position that provides managerial direction and oversees day to day business functions for the Central Office. This position is responsible for a variety of administrative, fiscal and budgeting. This position must also have working experience in Advantage ME and cost accounting for the monitoring and administration of Federal grants for compliance. Supervision is exercised over clerical staff.


Knowledge, Skills and Abilities:

  • Establish priorities, directs and oversees assignment programing for business operations for the central office, while supervising subordinate staff.
  • Complies and analyzes fiscal data in order to prepare financial reporting and monitor operating budgets.
  • Knowledge of governmental accounting and funding sources.
  • Knowledge of information systems and the ability to adapt to the State of Maine systems for accounting, human resources, budget, and payroll.
  • Knowledge of recruitment and hiring practices and procedures.
  • Knowledge of management principles and practices.
  • Ability to develop, monitor and modify budgets and work programs.
  • Ability to process MSTAMS payroll.
  • Ability to monitor and administer cost accounting for federal compliance.
  • Ability to supervise subordinate personnel.
  • Ability to interpret and apply policies and laws and counsel field staff and management on personnel matters.

Minimum Qualifications:

A Bachelors’ Degree in Public or Business Administration or closely related field and two (2) years experience in business management, accounting, or related field. Equivalent work experience may be substituted for the educational requirement on a year-for-year basis.

Preference will be given to applicants with business management experience which includes budget, finance, personnel, and grant management.
