Job Description

The Position

Under direction, the Information Systems Administrator II (ISA2) in the Customer Services Support Division plans, supervises, and participates in life cycle activities associated with the development, implementation, maintenance, and replacement of major information systems and applications including business process analysis, specification design, preliminary database design, business recovery strategies, security, testing and training; serve as functional team project managers, who plan, oversee and control timelines, work processes and deliverables associated with meter-to-cash operations, systems development activities; and performs related duties as required.

Reporting to the Customer Services Manager, the incumbent will direct and provide leadership to staff responsible for system administration of the District’s Customer Information System (CIS) and its interfaces with other systems used by multiple divisions within, and outside of the Customer and Community Services Department to support Customer Service Program related IT projects.

In addition, the incumbent must be able to establish and foster effective, cooperative work relationship with others at all levels within the EBMUD organization, include information systems, programming, and technical staff.

Typical duties include:

  • Leading coordination among stakeholder departments and representing them as a functional project manager for major systems development and enhancements.
  • Ensuring the application of industry accepted standards in the initial planning and design for new or enhanced applications and systems; ensuring that submitted requirements, specifications, use cases, user stories, and supporting analysis for major applications and systems are adequate and ready for programming by IT personnel.
  • Refinement of the Customer Information System (CIS) and Customer Self-Service Portal JIRA backlog.
  • Performing and directing system administration activities such as the control of user access, monitoring of system processes, nightly batch jobs, and coordinating resolution of system performance or process problems and general consultation on system integration issues.
  • Supervising, coordinating, training, and evaluating job assignments and supporting technical development of subordinate staff members.
  • Participating in the Quality Assurance process, including a lead role in development of test plans and testing.
  • Leading or participating in multi-disciplinary project task forces and committees regarding major systems planning, design, development, and implementation efforts.
  • Preparing day-to-day leadership and working with staff to ensure a high performance, customer service-oriented work environment which supports achieving the department’s and EBMUD’s mission, strategic plan, objectives, and values.

  • Knowledge of principles, practices, and methods of municipal utility billing and collections; Knowledge of federal, state and local regulations and laws pertaining to water utilities.
  • Ability to prioritize, organize and complete multiple work assignments, meeting objectives and deadlines; and being flexible and responding to changing priorities.
  • Experience understanding and developing SQL queries in a Customer Information System (CIS)
  • Experience with Microsoft Office Suite, SharePoint, Visio and Teams.

  • Meet deadlines and coordinate activities with various organizational units.
  • Establish and maintain effective working relationships with staff throughout organization.

The salary range is $12,889 per month increasing to $13,533, $14,210, and $14,920 after 6, 18, and 30 months, respectively.

Requirements

1. A bachelor’s degree with major work in business or public administration, finance, information systems, computer science, or field closely related to the system where the position is assigned.

2a. Four years of programming, systems analysis, or other related technically based computer support experience for a business information system, OR

2b. Four years of experience coordinating and participating in end user support services with a centralized information technology organization in order to develop functional system design specifications and reporting requirements, determine preliminary design, systems administration and system testing.

3. Must possess physical characteristics to perform the critical and important duties of the class. Must be willing to work overtime as needed.

The Selection Process

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
