Job Description:

Administrative Assistant - PLA and Labor Compliance

Opportunity :

Parsons is now hiring for an experienced Administrative Assistant to work in Los Angeles on a part-time basis leading into full time early 2024. The role will be for around 20 hours per week initially for a few months leading to full-time toward the end of the year or beginning of 2024. This will be a hybrid position with on-site in person office work in Torrance and around one day per month in Alhambra, and virtual work from home 2 days per week.

Responsibilities :

  • Develop and maintain positive and collaborative relationships with customers, unions, construction contractors and other local community groups and stakeholders.
  • Support in actively working and coordinating with local unions, pre-apprenticeship programs, local community programs, jobs coordinators, and various stakeholders to encourage the contractor attainment of local hiring, targeted worker, and veteran hiring goals.
  • Assist with the coordination and facilitation PLA pre-job conferences.
  • Help prepare to present labor compliance and PLA requirements at pre-bid, pre-construction and weekly construction meetings for contracts subject to a PLA and/or prevailing wage requirements, community workforce development goals, and other regulatory requirements.
  • Assist in collecting, reviewing and analyzing weekly certified payroll reports (CPRs) to ensure payment of prevailing wages and compliance with state of California and/or Federal Davis-Bacon requirements.
  • Assist in collecting, reviewing and analyzing supporting payroll records (statements of compliance, fringe benefit statements, payroll deductions, apprentice registration, etc.) via hard copy or electronic system for accuracy and performing data entry to track document collection.
  • Identifying labor compliance and PLA discrepancies/inadequacies relative to the submittals and assisting in working with the contractors toward resolution.
  • Help with preparation and issuance of monthly, quarterly and/or annual reports to clients, including but not limited to Labor Compliance and PLA compliance notices, local hire and targeted/veteran attainment reports, and apprentice utilization reports.
  • Assist with conducting investigations on alleged contractor violations uncovered from CPR reviews, site visits, worker complaints, etc.
  • Conduct onsite observations and interviews with employees of contractors and contractors, as necessary while wearing personal protective equipment (PPE).
  • Assist in scheduling of PLA related grievances and arbitrations, as necessary, as well as all other PLA or labor agreement dispute resolution procedures.
  • Collection and review of PLA related documents including Letters of Assent and Core Employees Lists, if required.
  • Verifying worker targeted, and veteran status, as needed.
  • Preparation of comprehensive monthly and/or quarterly, and ad-hoc reporting which includes but is not limited to economic impact reports, local hire, targeted worker and worker demographic reports.
  • Maintain all files and records related to PLA administration, labor compliance and community workforce development.
  • Support the entire CWA Project Labor Coordinator team with all administrative needs.
  • Performs other responsibilities associated with this position as may be appropriate.

Education/Experience:

  • Bachelor's Degree in labor relations, industrial relations or related field (or equivalent applicable experience) is highly preferred
  • High school diploma (or equivalent) and 5-8 years of relevant work experience is required.

Skills/Competencies:

  • Excellent written and oral communication skills are preferred.
  • Attention to detail, analytical and ability to stay organized.
  • Experienced in using MS Office Suite (including but not limited to Word, Excel, Power Point, Share Point), and Adobe Acrobat.
  • Intermediate MS Excel experience , including utilization of pivot tables and formulas .
  • Excels at working well within a team and thriving during opportunities to overcome challenges.
  • Solution-focused individual with positive attitude and outlook.
  • Ability to work collaboratively.
  • Experience working with online certified payroll systems (including LCP Tracker) and producing detailed workforce data preferred.

Salary Range:

$20.63 - $36.11
