Under the direction of the Chief Building Official, this position assists with supervising, coordinating, overseeing, and management of the City of Clovis’ Permitting and Inspections Division located within the Building Safety Department.

This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.

Typical Duties

  • Processes building permits, documents inspections, Rescheck- energy code worksheet, and assists with Building, Electrical, Plumbing, and Mechanical Inspections. Covers Chief Building Official duties when CBO is out.
  • Assists in generating and recommending revisions to existing and new ordinances and codes to keep the city current on changes and innovations in building technology and materials. Assists in providing notice of building code violations, and prepares complaints for legal action against violators of building codes and related ordinances.
  • Recommends the securing and condemnation of unsafe structures and buildings. Supervises the maintenance of files for permanent City record, such as permits and certificates. Remains current on industry trends and practices.
  • Assists in the development, implementation, monitoring and reporting of division goals and objectives related to Unified Development Ordinance, Strategic, and Comprehensive Plans. Demonstrates continuous effort to improve operations and streamline work processes. Works cooperatively and jointly with City Administration, Department Directors, consultants, staff, and the public to provide quality services.
  • Coordinates and manages various special and recurring projects. Keeps Chief Building Official fully and accurately informed on status of projects and issues. Identifies areas of concern to management for review and potential action.
  • Manages and provides leadership and guidance to staff through proper delegation and work supervision. Monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives.
  • Ensures adherence to established policies and procedures to remain in compliance with local, state, and federal rules, regulations, and policies.

Requirements

Minimum Requirements:

  • Must have (4) years’ experience in construction or inspections, basic knowledge in Building, Electrical, Plumbing, and Mechanical trades.
Licenses and Certificates:
  • ICC Certified Building Official, Plan Review, and State required Building Inspector, Electrical Inspector, or Plumbing/Mechanical Inspector certifications. Certification to be obtained within (6) months of date of hire.
  • Valid driver’s license equivalent to a New Mexico Class D.
Knowledge Skills and Abilities
Knowledge of:
  • Principles, procedures, materials, and standard practices of building construction, including stages when inspections to detect violations and defects are most easily observed and corrected.
  • Pertinent federal, state, and local laws, codes, and regulations regarding building and construction codes, including but not limited to, structural, plumbing, heating, electrical, mechanical, fire safety, health, and other applicable codes.
  • Legal processes and considerations involved in prosecution of violations of building codes and ordinances.
  • Structural engineering as applied to the design of buildings and use of standard, traditional, and non-traditional building materials.
  • Techniques and practices for efficient and cost-effective management of resources.
Skills in:
  • Interpreting, analyzing, and explaining Federal and State rules, regulations, and City policies, procedures and codes.
  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.
  • Analyzing problems, resolving disputes and grievances, and developing effective solutions.
  • Reading and interpreting designs, estimates, plans and specifications for renovation projects.
  • Overseeing and participating in the management of a comprehensive building inspection and enforcement program.
  • Project management.
  • Communicating clearly and concisely, both orally and in writing.
  • Formulating, applying uniform policies and standards, interpreting and explaining specific building codes, ordinances and administrative orders.
  • Coordinating division services with other programs and services within the County and with outside organizations, and agencies.
  • Working with professional architects, engineers, builders, and the public.
  • Using initiative and independent judgement within established procedural guidelines.
  • Operating a personal computer utilizing standard and specialized software.
Ability to:
  • Establish and maintain effective working relationships with City Commission, Mayor, City Administration, Department Directors, consultants, staff, and the public. Supervise, organize and direct the work of employees.
  • Read and interpret legal and legal descriptions, ordinance and code documents, technical and instructional documents, and building plans, blueprints, and diagrams.
  • Relate plans, diagrams, and blueprints to projects in various stages of construction and completion.
  • Perform mathematical and engineering calculations relating to the review of construction plans and blueprints.
  • Detect and suggest corrections to inferior or deficient design, workmanship, materials, and other hazards in an on-site inspection.
  • Maintain a safe work environment.
  • Establish standard operating and safety procedures.
  • Research and respond to sensitive inquires and complaints from the public in a timely manner, including in difficult and adversarial circumstances.
  • Manage multiple priorities simultaneously.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Plan, organize, manage, and evaluate the work of the section to ensure efficient, timely, and cost-effective services.

Physical Requirements:
Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight. Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard office equipment and computer systems. Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use a phone, and communicate with others and drive and operate motorized vehicles. Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.
